Competiton Law in Norway 2025
Competition law continued to develop in Norway in 2025, with a new "market investigation tool" taking effect from July and a report proposing a number amendments to the Competition Act being handed over to the Ministry of Trade and Fisheries in December.
The number of cartel investigations remained modest and the record fine in the "price hunter" case in the grocery sector was the most noteworthy event in the investigation sphere.
The Competition Authority was busy on the merger control front, with a total of five Phase 2 cases during 2025, of which two were still pending at the beginning of 2026.
Apart from merger control, businesses should be aware that new FDI rules may enter into force in 2026, and that transactions that have been signed but not closed upon entry into force of the new rules may require FDI filing in Norway.
